Public consultation began last November on the first draft River Basin Management Plan (RBMP) for the Pripyat river basin. The first consultation session was held in Minsk on 1 November 2019.

On 31 January 2020, a second round of consultation took place in Gomel to discuss the draft River Basin Management Plan for the Pripyat river basin.

Discussions on the draft plan were attended by about 20 representatives from the Ministry of Natural Resources and Environmental Protection in Gomel oblast, representatives from industry, NGOs (Asdemo, Bahna, Clean Pripyat), CRICUWR, and a representative from the International Office for Water (IOW, France).

The draft plan was developed by specialists from the Central Research Institute for the Complex Use of Water Resources (CRICUWR), selected after a call for tender, as part of European Union Water Initiative Plus for Eastern Partnership Countries (EUWI+). The draft has since been improved following the comments from the first consultation meeting.

After a general presentation by IOW about the context of consultation required by the European Water Framework Directive, specialists from CRICUWR presented the delineation of surface water and groundwater bodies in the Pripyat river basin. They also pointed out the main environmental problems in the basin and proposed measures aimed at improving the ecological status of water bodies.

The discussions raised issues and suggestions about: the impact of discharges on water body delineation, groundwater protection, ecological continuity, allocation of responsibilities for pressures, the E40 waterway project, communication requests, the funding mechanism and approval process.

Public consultations are an important process of the development of a River Basin Management Plan. These plans are guidance documents that ensure a global approach to water management, considering various economic, social and ecological aspects on a specific river basin. RBMPs are developed using a “participative approach”, which involves bringing together multiple stakeholders with various viewpoints to determine how water should best be managed. This is done through basin council meetings, other stakeholder meetings, and wider public consultations.
