The 18th Meeting of the National Policy Dialogue (NPD) steering committee took stock of major progress in the country’s water resources management over a decade of EU Eastern Partnership.
The meeting was co-chaired by the Republic of Armenia’s Ministry of Environment and Ministry of Territorial Administration and Infrastructures and organised with the support of EUWI+.
Improvements in legislation and river basin management planning where heralded as the main achievements of EUWI+.
Recent policy developments
The importance of the intersectoral NPD process over the past 10 years for developing integrated water resources management in Armenia was highlighted by Irina Ghaplanyan, Deputy Minister of Environment.

Dmitri Mariasin, resident representative of the UNDP in Armenia, stressed the NPD’s important role in reaching Sustainable Development Goals and discussing innovative models and technologies for efficient and sustainable water resources management.
The meeting provided an update on the implementation of the road map of five EU Water Directives in Armenia under the Comprehensive and Enhanced Partnership Agreement (CEPA), including amendments to the Water Code, the law on the National Water Programme currently under development, and a concept paper on the development of the irrigation sector.
Gonzalo Serrano De La Rosa, Head of the Cooperation Section of the European Union Delegation to Armenia, underlined Armenia’s commitment to implementing the CEPA roadmap.
River basin management planning in Sevan and Hrazdan pilot river basins
The steering committee reviewed the drafts of the first parts of the Sevan and Hrazdan River Basin Management Plans. The committee welcomed progress in technical assistance provided by EUWI+ in the fields of monitoring and data management, as well as successful stakeholder consultations and public awareness-raising.

Finally, the committee reviewed progress on other relevant projects in the water sector presented by partner organisations and welcomed synergies and cooperation between different projects supporting the development of the water sector in the Republic of Armenia.
Transboundary cooperation with Georgia
Participants also welcomed the outcomes of the bilateral meeting between Georgia and Armenia on cooperation in the Khrami-Debed basin, in particular in the field of water quality monitoring. This meeting was organised by UNECE in the framework of EUWI+ and took place on 14 October 2018.
