The aim of this guidance document is to provide support for desiging and evaluating Public Partici-pation in River Basin Management Planning in Eastern Partnership (EaP) countries. EaP countries are not part of the European Union (EU), hence do not have any legal obligation to meet all require-ments of the EU Water Framework Directive (WFD). However, due to their agreements with the EU and their willingness to adopt international standards in water management, they are committed to adopting best practices as regards to the engagement of stakeholders and the wider public in water resources management. Participatory approaches are the central mechanism to develop and imple-ment Integrated Water Resources Management (IWRM) objectives in a river basin and/or a country. Integrated means taking into account all water uses and needs as well as ecosystems in order to find a better balance between environmental interests on the one side and socio-economic interests on the other.
